Innovated by the State of Louisiana and a Louisiana-based company, Envoc LA Wallet is the first legal, digital driver's license app in the U.S. With over 967,000 Louisiana residents activated across 1.6 million devices, and has been in production since June of 2018. LA Wallet and VerifyYou™, an innovative identity verification feature, have gained the respect of the Louisiana Governor and many departments and companies in preventing fraud, waste, and abuse while protecting identities.
Just as LA Wallet holds a legal, digital version of your driver’s license on file with the state, it can now hold the digital version of your vaccination status on file with the Louisiana Department of Health (LDH). Through legislation, the uniqueness of LA Wallet is derived from its recognition as a digital credential, on par with the issued plastic credential. The power and opportunity of LA Wallet come from its real-time connections to the documents of record of both the Louisiana Department of Public Safety for identity and status and now the Louisiana Department of Health for COVID-19 vaccination status and will be extended to recent COVID-19 test result status. All of this carefully curated through HIPAA-compliant channels and permissively granted by each citizen wishing to participate.
The option of displaying their COVID-19 status starts with an active confirmation that if the COVID-19 status is available, it may be displayed and accessible through LA Wallet. After this, the citizen can share the COVID-19 status with others either visually or programmatically. Again, this is part of LA Wallet's Purely Permissive principle. With two taps, a resident's COVID-19 status can be displayed in LA Wallet, and with one tap, the COVID-19 status can be completely removed. To date, 415,000 Louisiana citizens have their digital SMART Health Card containing their COVID-19 status installed on LA Wallet.
Since LA Wallet is a free application and adding a resident's COVID-19 vaccination status to LA Wallet is also free, there are no barriers to entry or exclusionary practices to hinder adoption. Businesses can trust the reliable vaccination status when presented from within LA Wallet when making decisions for their business and employees. Residents can make decisions to safely return to travel, work, school, sports events, entertainment, and other venues while protecting their health data privacy. LA Wallet's COVID-19 feature is designed to protect data privacy by being guided by the privacy principles developed by the Vaccination Credential Initiative (VCI™) and the CommonTrust Network. LA Wallet's developer, Louisiana-based Envoc, is a Technology Partner of the CommonTrust Network.
Purely Optional (Permissive): Data is stored or shared only with the explicit, informed consent of the holder of the information. In this case, the Louisiana resident.
Nothing Extra: Only the minimum amount of information is used for any transaction. In this case, a resident's COVID-19 vaccination status and nothing else.
No Copies: Personally identifiable health information is stored only at the authoritative source or on the user’s phone. No medical data is stored anywhere else. In this case, at the Louisiana Department of Heath and after your request and approval, your device.
Single-Use: Data is only stored to the extent necessary and never used for any other purpose. The Louisiana resident is in control over when their vaccination status is shared.
Louisiana will be the first state in the country to provide residents with digital access to their vaccination records in accordance with the SMART Health Cards Framework, a standard that enables the digital sharing and verification of personal health information using open, interoperable, and verifiable standards.
LA Wallet will also be the first state app to become CommonPass compatible, enabling Louisianans to demonstrate their health status anywhere CommonPass is accepted around the world.
